Moroccan Researcher Dr. Mhamed Lkaihal Among Finalists for Africa Edition of the Local Leadership Excellence Award

The President of the International Federation for Green ICT (IFGICT) congratulates Dr. Mhamed Lkaihal, the Federation’s international expert on African affairs, and affirms his support for his program to promote the goals of Africa’s Agenda 2063 for sustainable development.

Moroccan researcher, academic, and expert in territorial intelligence and innovation, Dr. Mhamed Lkaihal, has been selected among the finalists for the Africa edition of the Local Leadership Excellence Award for Researchers, organized by the International Observatory on Participatory Democracy in partnership with the African Union and United Cities and Local Governments of Africa (UCLG Africa).

Dr. Lkhaihal stood out at the continental level, after only three researchers were shortlisted out of sixty candidates representing twenty-eight African countries. His selection is based on a rigorous scientific study he presented, focusing on mechanisms of innovation in territorial and financial management, where he proposed practical and managerial pathways to help local leaders design integrated and smart programs capable of addressing current development challenges across Africa.

In addition to being an international auditor in the management of the Sustainable Development Goals (SDGs), Dr. Lkhaihal boasts a distinguished professional career. He has held senior positions in territorial governance, including serving as General Director of several local development companies in the field of public facilities for local authorities. In these roles, he adopted innovative management approaches rooted in territorial intelligence, innovation mechanisms, and participatory methods aimed at engaging territorial actors in the process of change and strengthening trust between public services and citizens.

The Moroccan researcher also has an extensive academic record, with published studies on international standards of public accounting and territorial governance, reflecting his academic and professional commitment to advancing innovative and effective models of territorial management at both the national and African levels.

This nomination represents recognition of the Moroccan researcher’s scientific and professional excellence, and reinforces the contribution and presence of Moroccan expertise in the African arena—particularly in matters related to sustainable development and territorial governance. It also highlights Morocco’s role as a key actor in knowledge exchange and in strengthening South–South cooperation across the continent.
