Why Is Hannibal Only Available in a Few Countries?
Netflix didn’t buy global licensing rights for this TV show. They were only able to get rights for the US, Canada, and Australia (and any other country where this show might be available).
Due to that, the site only has the legal right to stream this TV series in those countries. If they were to do it in other places, they’d breach the licensing agreements they signed (meaning they could get sued).
We can’t say why Netflix didn’t get global licensing rights. It’s very likely they weren’t available. But there’s also a chance Netflix didn’t want to make such a big investment if they couldn’t be 100% sure they’d see a positive ROI. And their analytics might have showed them that only a few regional audiences are interested in watching Hannibal.
